TERMS OF REFERENCE FOR THE PURCHASE OF EQUIPMENT FOR THE “WOMEN ARTISAN PROMOTERS OF CHANGE” (FAPC) PROJECT

Contextualization

The Women’s Network for Rural Development (Women’s Network) is a national non-governmental organization of public interest, created in 1986 and governed by Law No. 04/2012 of 17/02/2012 on the organization and functioning of national non-governmental organizations. In partnership with the Luise Grenier Foundation, the Women’s Network would like to purchase the sewing machines and knitting machines of the association “Twiyubake” in the Rutunga Sector, Kigali, Rwanda.

To do this, the Women’s Network would like to invite interested suppliers to submit their offers according to the list presented below.

Requirements

The store must be legally registered;
Be able to give a one-year (1 year) warranty for each piece of equipment;
Have a VAT certificate from the Rwanda Revenue Authority;
RRA non-claim certificate
Have 2 years of experience in the trade and delivery of materials;
Ability to deliver the specified items after signing the contract.

Selection method

The Procurement Committee of the Network of Women Working for Rural Development will analyze the offers to see the best bidder based on the following criteria:

Technical Compliance (30%): Compliance with specified technical requirements and quality standards.
Price Competitiveness (30%): See detailed price list.
Delivery Schedule (20%): Ability to meet delivery schedule
Experience (20%): Have at least 2 years of experience.

Delivery and installation

Delivery Location : The equipment is to be delivered to the project site in Rutunga Sector, Kigali, Rwanda

Equipment Delivery Date: Equipment must be delivered no later than March 3, 2025 .

Installation and Configuration : The supplier is responsible for the installation and configuration of the equipment, ensuring proper operation.

Hardware Installation

The supplier must provide a technician who will ensure the installation of the equipment.

Contract and payment terms

The supply of materials and payment will be made on the basis of the purchase order sent to the supplier. No upward adjustment of the initial rate will be accepted during the period of execution of the contract. Other details will be discussed in the supplier’s contract.

Submission of Offers

Offers in PDF format are sent to the Legal Representative of the Network of Women Working for Rural Development via the following email: lereseaufemme@gmail.com before 25/2/2025 at 4 p.m.

The offer must state the following:

Unit price in Rwandan francs for each item. (This price must include all taxes where applicable);
Clear and complete specifications of each item;
Indicate the shortest delivery time;
Validity of the offer;

The selected supplier will be responsible for delivering high quality equipment that meets technical specifications, ensuring on-time delivery and providing initial provisioning and training.
