BACKGROUND

WaterAid Background

WaterAid Rwanda developed and approved its new Country Program (CP) strategy in 2023, with two aims (Programmes): Bugesera Universal, safe and sustainable WASH programme and 2) WASH for health programme.

Aim one will be implemented in Bugesera District to provide a proof of concept of Universal and sustainable WASH achievement for the rest of districts while Aim two will be implemented across the country. The overall objective is to contribute towards the achievement of universal, sustainable, and safe WASH services in Bugesera District through systems strengthening thereby creating a model to influence wider change.

Aim 1 has the following outcomes by 2028:

  • WASH is sustainably prioritized in national and local budgets and plans.
  • Successful, scalable WASH models and approaches demonstrated and adopted for replication.
  • Community is effectively engaged in WASH and realizing their rights to access affordable and sustainable WASH services.

WaterAid Rwanda is seeking to recruit a suitably qualified service providers for the submission of proposals for the provision of maintenance and repairs of IT equipment. The required service provider will be responsible for the maintenance and repair of IT equipment. The services listed in section 5 of this TOR are not an exhaustive list and WaterAid holds a reasonable expectation of prospective service providers to provide services on other IT related repairs and maintenance services.

OBJECTIVE

IT Service provider will ensure that the IT infrastructure at WaterAid Rwanda is in good working condition, with an up-to-date firmware and users are able to access all resources without any problem.

SCOPE OF WORK

The maintenance service will include all aspects of maintenance and repair services of computer hardware, Local Area Network (LAN), UPS, Existing Air Conditional equipment as well.

  • Perform preventive services (checking, dusting/cleaning) of all equipment (server, desktop, laptop, switch), which may be required work during weekends, and submit the report to the IT staff.
  • To provide computer-related logistic support during workshop/seminar.
  • Support in clean-up of laptops and other ICT equipment to be auctioned off.
  • Develop and carry out predictive and preventive maintenance activities.
  • Carryout corrective and breakdown maintenance.
  • Proactively come up with suggested solutions and advise for upgrade when needed.

DELIVERABLES

  • The technician assigned will carry out the maintenance work of equipment during office hours. If the problem could not be solved; the Contractors will take the equipment to their workshop for detail check-up after proper check-out formalities.
  • The Contractor will be responsible for transportation of the equipment to and from the Contractor’s premises. Any damage caused to the equipment in transit to the workshop outside the WaterAid office will be borne by the Contractor.
  • The contractors shall advise on replacement of equipment (switch, monitor and desktop UPS only) taken for repair or requiring new replacement, for a maximum period up to 3 weeks.
  • The contractor will submit a detailed report of any major maintenance or repair.
  • Vendor should ensure the service follows WaterAid Information Security Policy and the consultant will be required to sign a on disclosure Agreement to ensure WaterAid’s data handling process adheres to Data GDPR.

DURATION

The long-term arrangement shall include an annual renewal, contingent on the fulfillment of requirements and satisfactory service delivery. Maintenance services will be provided on a quarterly basis, except for IT-related issues, which may require attention as they arise. QUALITIFICATIONS AND EXPERIENCE REQUIRED:

  • The successful company or institution should possess at least 7 years of proven experience in providing IT help desk services and preventive maintenance.
  • Previous work experience with international organization.
  • Please submit at least three copies of similar assignments undertaken in the past.
  • Demonstrated ability to mobilize required technician with the following qualification and experience:All IT technicians must have 5 years or more professional experience in ICT field with at least Bachelor’s degree, ICT trained or having IT certification (Cisco Certified Network Associate, Familiarity with regulations like GDPR, MMicrosoft azure)and those with similar prior work experience in international organization will be considered
  • The contractor shall dedicate a team or a pool of qualified IT technicians with at least 5 years in service and shall ensure their availability throughout the contract period for maintenance services.
