Introduction

HANDICAP INTERNATIONAL FEDERATION (HI), operating under the name Humanity & Inclusion a not-for-profit association governed by the French Act of July 1st 1901, domiciled at “138, avenue des Frères Lumière – 69371 Lyon Cedex 08, France” and registered in Rwanda under RGB with the registration number 0066/RGB/18 with TIN No 100600244, Kicukiro sector, Kicukiro District, Kigali City, P.O. Box 747 KIGALI.

Preamble

• HI is an independent international aid organization working in situations of poverty and exclusion, conflict and disaster,
• HI works alongside persons with disabilities and vulnerable persons; its action and testimony are focused on responding to their essential needs, their living conditions,
• HI is committed to promoting the respect of their dignity and their fundamental rights
• To that end, HI retains service providers who are reputed for their skills in their field of activity,
• HI and the Service provider have agreed to work together in a working relationship devoid of any form of hierarchical subordination.

TERMS OF REFERENCE AND TECHNICAL SPECIFICATIONS

HANDICAP INTERNATIONAL FEDERATION, invites all registered suppliers to submit their competitive proposals/bids for the “Provision of tires of vehicles” for a framework agreement for 24 months.

Well-signed offers, written in English or French, must be submitted to the below email address by Wednesday, 26th February 2025 mid-night; Late proposals will be rejected.

Note: It shall remain the responsibility of the Suppliers to ensure that their proposals are submitted on or before the deadline, Proposals that are received after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Submission Instructions

The following information to be included by the service provider in the quotation:

1. Submission letter dully signed, dated and stamped;
2. Quoted price in for each item specified in Rwandan francs. (This price should be inclusive of all taxes);
3. Validity period of offer (Offer should be valid for at least 90 days);
4. Payment modality: HI is preferable payment after delivery of services by Bank transfer;
5. The Quotation must be on official letterhead with an authorized signature and stamp.

Administrative Requirements

The Supplier is to provide the following as part of his submission:

• Company profile with full address, legal name, location area, leadership team, telephone, E-mail, website…
• Business Registration Certificate
• VAT registration
• Valid and notified RRA tax clearance a
• Valid and notified RSSB contribution clearance certificate
• 3 reputable organizations for reference
• Evidence of use of EBM
• Signed Declaration of acknowledgment of policies, ethics, and adhesion to the HI code of conduct

Well-signed offers (electronic submissions), written in English or French, must be submitted to the address specified below by February 26^th, 2025, 0:00 PM, Rwanda Standard Time and please make sure that the submission is titled with the following reference number (RFQ/2025/001). Submissions must be forwarded in electronic format only in PDF to dao@rwanda.hi.org.
