Brief Description of DUHAMIC-ADRI
DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.
DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.

- Promoting and strengthening associations, cooperatives, and farmers’ groups.

Program overview
DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.
The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.
Objectives of purchasing chili seed
To increase access and capacity to respond to demand/supply local, regional and international markets by increasing efficiency and productivity gains in horticulture supply chain, there is a need to purchase and distribute improved chili planting material of the varieties which are needed at the international markets targeting to increase the quantity and quality of horticulture production that is sold to international markets.
 The purchased chili seeds will help the following:
- Supporting farmers to access 1st generation seedlings
- Establishing and multiplying chili nurseries
- Establishing chili demonstration plots

Eligibility criteria
Eligible bidders should fulfil the following requirements:
- Application letter addressed to DUHAMIC-ADRI executive secretary
- Phytosanitary certificate indicating the country of origin
- Seed laboratory test certificate
- 2 Certificates of good completion with their contract or purchase order for supplying similar goods of at least 50,000,000 Rwf per each certificate
- A bid security equivalent to 1,425,600 Rwf
- A credit line with its contract or updated bank statement of at least 50,000,000Rwf
- Copy of the company’s registration certificate (specialization in agriculture-related supplies)
- A valid tax clearance certificate
- Proof of Using EBM Invoice
- Quotation (Proposed prices including taxes)
- Be ready to supply no later than 7 working days from the date of receiving the purchase order/contract
Delivery
All the required quantities of the chili seeds will be delivered to DUHAMIC-ADRI headquarters in Kicukiro District, Niboye sector
Note:
- Prior to the reception of the required items, the DUHAMIC-ADRI team will verify the conformity of the requested items.
- DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder.
- Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved the right to reject such bids.
- Before contracting, DUHAMIC-ADRI will conduct vetting of successful bidders against terrorism-related databases. Any bidder found to have links or matches with terrorism will be automatically disqualified.
