  1. Brief Description of DUHAMIC-ADRI

DUHAMIC-ADRI is a Non-Governmental Organization legally recognized under Rwandan Law. The organization was founded in 1979 with the objective of assisting farmers in organizing themselves to combat constraints related to rural marginalization. Over the years, its operations have expanded from local and regional levels to the national level. The Constituent General Assembly of April 20, 1985, officially established DUHAMIC-ADRI as an NGO operating throughout Rwanda.

DUHAMIC-ADRI was legally recognized by Ministerial Order No. 943 of July 12, 1985. Its statutes were later modified and recognized by Ministerial Order No. 025/11 of March 21, 2005. The organization also fulfilled all requirements under Law No. 04/2012 of February 17, 2012, governing national non-governmental organizations and received a compliance certificate from the Rwanda Governance Board (RGB) on June 17, 2013.

Mission: Supporting integrated development through rural population initiatives aimed at self-development.

Objectives:

  • Combating the marginalization of rural areas.
  • Promoting and strengthening associations, cooperatives, and farmers’ groups.

  1. Program overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.

The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.

  1. Objectives of purchasing lime

As part of project, DUHAMIC-ADRI will provide start-up inputs package for the demo plots to Enable farmers to access good agronomy practices through the Farmer field and business schools (FFBS) platforms. Therefore, for upcoming 2026 A Season, DUHAMIC-ADRI must support demo plot with agriculture lime grade 1 to be cultivated on the net area estimated at 126.66 ha. The purchased agriculture lime will be used by youth farmers as a soil improver. It’s also a natural, low-cost way to enhance the effects of regular chemical-based fertilizers. By reducing soil acidity, aglime makes a huge difference to the productivity potential of both arable and grassland farming. As per the good agronomic practices, the lime to be procured will be applied 2 weeks prior to cultivation or plantation.

  1. Quantity of needs and price estimation

The successful bidder will be requested to supply 126,660 kg of agriculture lime grade 1. The quantity of agriculture lime grade 1 to be procured are shown within below table:

  1. Distribution sites

The following are the sites where the lime will be distributed:

  • Rulindo District: 6 sites (Bushoki, Ntarabana, Buyoga, Rusiga, Cyinzuzi and Burega sectors)
  • Gakenke District: 5 sites (Muyongwe, Kivuruga, Rushashi, Nemba and Gakenke sectors)
  • Nyamagabe District: 9 sites (Kamegeli, Gasange, Cyanika, Mushubi, Kaduha, Kibilizi,Mazi,Kibumbwe and Gasaka sectors)
  • Huye District: 2 sites (Maraba and Ruhashya sectors)

N.B: The site is not based at Sector’s offices but in one or two cells.

  1. Procurement process

The following documents shall be observed during tendering process:

This tender is public for agriculture input suppliers’ companies, cooperatives and others specialized institutions operating in Rwanda.

  1. Application letter addressed to DUHAMIC-ADRI executive secretary
  2. A Company registration certificate with specialization of agriculture related inputs
  3. A valid Tax clearance certificate
  4. Proof of using EBM
  5. 3 Certificates of good completion with their contracts or purchase orders for supplying similar goods.
  6. Be ready to supply within 5 calendar days proven by a commitment letter.
  7. The bidder must have sufficient store of agriculture lime grade 1.
  8. Before delivery the successful bidder will present a sample of lime to be distributed in each of above-mentioned districts and DUHAMIC-ADRI personnel will approve the sample at selling and distribution points, DUHAMIC-ADRI reserves the right to reject any lime that does not meet the specified requirements.
  9. Quotation (Proposed prices). The financial quotations shall include transport costs to all demonstrated sites and other related charges including applicable taxes.
  1. Safeguarding clause

Safeguarding and protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility who works directly or indirectly with DUHAMIC-ADRI services delivery and operations. All DUHAMIC-ADRI staff and affiliates, including volunteers and Suppliers; sub-Suppliers’ staff and implementing partners are required to adhere to DUHAMIC-ADRI’s full safeguarding and protection policy procedures and the separate Code of Conduct that always values principles of PSEA.

DUHAMIC-ADRI has a zero tolerance to Sexual Exploitation and any other form of abuse. Child and vulnerable abuse, exploitation, harassment, discrimination, and human trafficking are strongly prohibited behaviors. All implementing partners/suppliers who are contracting with DUHAMIC-ADRI must adhere to DUHAMIC-ADRI’s full safeguarding and protection policy in addition to the code of conduct.

  • DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by the bidder. If any reference is found to be unauthentic, it will lead to the immediate disqualification of the bidder.
  • Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved the right to reject such bids.
  • Before contracting, DUHAMIC-ADRI will conduct vetting of successful bidders against terrorism-related databases. Any bidder found to have links or matches with terrorism will be automatically disqualified.
