General Context of GIZ

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

With regards to support in the topics of climate change, energy and sustainable urban development (CEU Cluster) which are new areas of cooperation between Rwanda and Germany, a number of projects are being implemented which include (1) Green City Kigali (2) Support to Rwanda’s Nationally Determined Contributions (NDCs), (3) Energizing Development (EnDev), (4) Policy Dialogue and Knowledge Management on Low Emissions Development Strategies (DIAPOL-CE), (5) Waste Management and Circular Economy, (6) Urban Development,(7)Sustainable Mechanisation ,(8) Mobilize Net Zero and among others.

GIZ Rwanda would like to hire a contract to provide internet connectivity via Strarlink solutions to its office of CEU Cluster located at Golden Plaza Building, Kigali – Rwanda

GIZ shall hire the contractor for the anticipated contract term, from May 2025 to April 2027

The contractor shall provide the following work/service:

Provision and installation of Starlink internet connectivity equipment.
Provision of Starlink internet connectivity/subscription for the period until April 2027

The specifications of star link internet connectivity equipment required are the following:

Note: Please be aware that Golden Plaza Building housing to fix the Starlink antenna has 5 levels, with the Starlink router located on the 2nd level. As a result, the cable connecting the antenna and router will need to be at least 30 meters long. If possible, you may visit the site to assess the required cable length.

Since the contract to be concluded is a contract for works, you should offer your services at a fixed lump sum price, which provides an itemised breakdown of all the relevant costs (equipment, internet subscription cost, ..). The assessment of the financial offer is based on the lump sum price tendered, which must be realistic for the services to be rendered. In the contract itself, the budgets will be contractually agreed as maximum amounts.

Requirements on the format of the tender

The supplier is requested to submit his/her offer which includes clear and complete technical specifications of proposed items. The financial offer must indicate the following:

Cost for the provision and installation of equipment required as described above
Monthly cost for internet connection calculated for the period of 24 months(May 2025- April 2027)
The offer must be in PDFand the price must be in RWF and VAT excluded.

The contractor must also submit the following administrative documents:

Company registration certificate (RDB certificate)
VAT registration certificate and Valid Tax clearance certificate
Three (3) Referees or references certificates of similar tenders executed in the last 3 years.

Your offer must be submitted in to ONLYRW_Quotation@giz.de until latest 04.04.2025. The offer has to be submitted in PDF format and as attachment to the email with the subject: 83485554 “Company name”. Without this sentence, your offer may not be considered.
