Consultancy services for Developing the Social and Behavior Change Communication (SBCC) Materials for the MFT Deployment in Rwanda

CHAI is supporting the Rwanda Biomedical Center through its Malaria and Other Parasitic Diseases Division (RBC/MOPDD) to initiate the Multiple First-line Treatments (MFT) as one of the mitigation and response to antimalarial drug resistance. The MFT deployment plan in Rwanda will rely on the annual rotation of 3 different parallel first-line treatments in three blocks. During this deployment design, patients in the same block will receive one treatment option at all levels of service provision (Public and Private Health Facilities as well as community level) for a specific period and will alternate for another determined time.

To achieve adequate adherence to the new protocol and the efficacy of the strategy, given the context of non-harmonized treatment options, effective Social Behavior Change Communication (SBCC) is paramount at all levels of the health system. To support the Rwanda malaria program in developing the needed SBCC materials, CHAI is hiring a contractor to develop the SBCC materials and the communication plan that will support MFT deployment across the country.

Please send well written proposal documents prepared in English, including a detailed CV, cover letter, proof of past similar assignment, work methodology and plan schedule, consultant rates and any other relevant documentation as detailed in attached ToRs, to this email address rwandaprocurement@clintonhealthaccess.org, with “SBCC consultancy proposal” in the subject line not later than Sunday 24th November 2024 at 05:00 pm local time. It shall remain responsibility of the applicants to ensure that bids will reach the address email above on or before the deadline. Bids documents that are received by CHAI after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Only shortlisted companies will be contacted.

Any questions/concerns/clarifications related to this tender must be sent to rwandaprocurement@clintonhealthaccess.org not later than 3 days before the deadline for submission. Any questions/concerns/clarifications received after this deadline will not be considered.
